To create an Active Directory site link, you'll need to be signed in with an account that is a member of the Enterprise Admins group.
To adhere to the recommended practices, be sure you have created two Active Directory sites already. Then, create a site link between exactly two Active Directory sites, for each combination. Only when the network topology is not fully routed, it might make sense to create an Active Directory site link with more than two sites.
