Case study 2 – Offender management system

You are part of a third team that is attempting to implement an organization-wide offender management system for the Queensland Department of Justice. The first two teams who attempted to implement the offender management system have never passed the design stage of the project before it was canceled. Your stakeholders have been engaged many times in elicitation activities (and are quite fatigued), and you have a lot of business analysis information available from previous attempts to implement this system. This time, it will be different—there is a new sponsor who has given a top-down mandate to "make it happen". You have to minimize stakeholder elicitation sessions but ensure requirements are valid and comprehensive.
