While many VSM tool vendors make it appear that their VSM tools provide end-to-end visibility across all value streams, the reality is they are focused on IT-oriented value streams. That's not a bad thing because DevOps pipelines are complex and expensive, and time-consuming to build on an enterprise scale.
But you've also learned that improvements in any value stream in isolation of understanding their impact on the system as a whole are forms of local optimization.
