Architects should design their application in such a manner, that it minimizes the cost. They should use appropriate Azure resources, appropriate Sku, tier, size, and know when to start, stop, scale up, scale out, scale down, scale in, transfer data, and more. Proper cost management will ensure that actual expenses meet the budgetary expenses.
