Immutability of Data
As data moves across the political landscape, several technological changes occur. However, the data maintains a certain degree of consistency, recognizable wherever it exists across the landscape. The database may change, the spreadsheet may change, the procedures managing the data may change, and the people viewing and using the data may change...but there is always a common thread. The aspects of this common thread that make the data recognizable in all steps of the process include:

- • Column name
- • Row identifier
It is these three contextual elements that remain consistent throughout the data’s lifetime.
