Mock-up design tools
Although not required, it's a good idea to mock up your presentation tier so that you have a good idea of what will be required in order to implement it. There are many good mock-up tools available, and though some may not seem to be relevant to PhoneGap/Cordova, they are still incredibly useful. For example, the following is the mock-up that was created for the demo app using OmniGraffle:

Proto.io (http://proto.io, limited free plan available): This is an advanced prototyping for mobile devices. It allows preview on physical devices.
Moqups (https://moqups.com, free plan available): This is an HTML5 app used for mobile wireframing.
Wireframe.cc (https://wireframe.cc, free plan limited): This is a basic wireframing for HTML5 or mobile.
iPlotz (http://iplotz.com): This provides mock-ups for the Web, desktop applications, and mobile devices. Free version is available.
