WEF is a portlet development tool, which not only enables fast portlet development, but it also insulates developers from the complexity of developing portlets. While WEF makes the development task easier, it does not mean that development should be performed by resources without any experience with the tool. It also does not mean that your project does not need a portal architect and experienced WEF Developers.
Many organizations implementing their first portal project have a strong JEE background.
