Power Automate flows are created in a web browser; there is no need for Visual Studio or any local software installation.
A maker navigates to the Power Automate portal, https://flow.microsoft.com. In this portal, you can view and edit existing flows, examine templates, create new flows, and monitor flows.
A maker can also navigate to the Power Apps maker portal, https://make.powerapps.com. In this portal, you can view and edit existing flows and create new flows. The maker portal focuses on flows that use the Common Data Service connector.
With Microsoft, there is never one way to do something; this is true when creating flows.
