In the domain of workflow automation, not every single business process can be sequenced or specified ahead of time. We can make the argument that the majority of the work cannot be fully sequenced and may rely on the knowledge of the participants to guide the next step(s) of the process.
As an example, let’s say you have gone to the doctor. During the visit, the doctor will perform a diagnosis based on your symptoms. Based on the initial diagnosis, the doctor will provide some advice on what the proper next steps are. The doctor might prescribe medicine or refer you to a specialist. However, given the wide variety of outcomes, trying to model this as a business process would likely create a very complex model, and would never be complete. In the workflow domain, the doctor is a knowledge worker, and what to do next depends on suggestions of the worker based on what he/she can determine.
