Power Automate and Power Apps, like other applications in the Microsoft 365 suite, have quotas imposed on them. These quotas depend on which product you're using.
While the Power Automate free and per-user plans have defined per-user allocations of some sort (the number of flow runs per month, for example), paid plans and enterprise subscriptions have their quotas pooled across the organization. Administrators can view their Microsoft Flow quota usage by navigating to the Flow admin center (https://admin.flow.microsoft.com) or PowerApps admin center (https://admin.powerapps.com) and selecting Tenant | Quotas, as shown in the following screenshot:
