Charles: The circles represent the AWS Regions, and the dotted lines probably represent network connectivity.
David: You are right. The dotted lines are the AWS global network backbone. AWS very early realized the importance of having a steady and performant network for customers. AWS built a global network infrastructure connecting every data center, AZ, and AWS Region. The purpose-built private, highly available, low-latency, fully redundant global network infrastructure operates using 100 GbE metro fiber cable. These trans-oceanic cables are spread across the oceans.
