Investigation and punishment are difficult because of the international scope of child sex abuse on the Dark Web. Law enforcement authorities, governmental institutions, and non-profit groups are compelled to develop tools, adjust legislation, and establish the most effective techniques for combating this type of severe crime as technologies for making and spreading CSE content improve and expand. Although it is nearly impossible to completely eradicate CSE content, distribution can be managed through collaboration and the application of cutting-edge technologies. Collaboration between the commercial sector, the academic community, and civil society is necessary to combat online child sex abuse. Particularly, collaboration with the private sector, for example, Internet Service Providers (ISPs), can help to limit access to CSEM and divert potential offenders from consuming CSE content to seeking help with their disturbing preferences.
