SharePoint workflows are automation processes built on top of the Windows Workflow Foundation. The SharePoint Workflow Manager Platform is primarily developed with SharePoint Designer 2013, though Visual Studio can also interact with workflows to some degree.
SharePoint Designer 2013 is the last version of the designer platform. It can connect to SharePoint Server 2013, 2016, and 2019, as well as SharePoint Online.
Microsoft recommends utilizing the Power Automate platform for future workflow development. The Power Automate platform can connect to SharePoint Server environments using a data gateway.
