Using the ThreadSanitizer and reporting data races to CDash

The code for this recipe is available at https://github.com/dev-cafe/cmake-cookbook/tree/v1.0/chapter-14/recipe-04, and includes a C++ example. The recipe is valid with CMake version 3.5 (and higher) and has been tested on GNU/Linux and macOS.

In this recipe, we will reuse the approach from the previous example, but use ThreadSanitizer, or TSan, in combination with CTest and CDash, to identify data races and report these to a CDash dashboard.
