Most themes don't offer direct links to the blog's administrator. This lack of access requires you to manually visit the administration area by typing it in the browser. Admin Links Widget, so properly named, is a widget that can be added to your blog that lists out commonly used administrative links. This widget will only be displayed to the users who are logged in as an administrator.
