To build an application using Power Apps and Microsoft Dataverse for Teams, all you need is an applicable Microsoft 365 license (earlier known as Office 365). Microsoft Power Platform doesn't require you to have a license for building (making) applications, and license checks are made only when the apps are consumed (during runtime). This means that the end users of your application need to be appropriately licensed to be able to run applications built on Power Platform.
