You must ensure that you have set the scope of your business rule. Scope controls under what circumstances the business rule is executed.
The following screenshot shows how to set the scope:

The previous screenshot shows the scope set to Entity. This is the default option if creating in the maker portal. If you use the classic portal to create your business rule, then it may default to a different option depending on where you create the rule.
Always check that you have set the scope. If you do not set the scope correctly, then your rule may not be applied. If in doubt, set the scope to Entity; the rule will then be applied in all circumstances.
We will examine the options for scope later in this chapter.
