Azure Advisor
A good starting place for cost governance and optimization is the Azure Advisor Costs section. Azure Advisor is a sort of assistant that will analyze your current Azure subscription(s) and come up with smart suggestions on many topics, including cost, performance, reliability, and security. This information is automatically calculated and loaded for you in a friendly dashboard, and you can create alert rules based on Advisor's suggestions.
Important Note:
It takes a few days for Advisor to refresh cost information, so when you make changes, you might find that they are reflected in the tool with some lag.
