Considerations and limits on workflow rules
Like most automation tools, workflow rules have some important limitations you should consider when designing Salesforce automation (as of the spring 2020 Salesforce release):
The total number of rules (inactive or not) across all Salesforce objects must not exceed 2,000.
The total number of rules (inactive or not) per single object must not exceed 500.
The total number of active rules per object must not exceed 50.
You can have up to 40 immediate actions per workflow (up to 10 per action type).
You can have up to 10 time-based actions per workflow (up to 10 per action type).
