APEX multi-lingual support

The User Interface of the APEX IDE is available in 10 languages and dialects English (the primary language), German, Spanish, French, Italian, Japanese, Korean, Brazilian Portuguese, Simplified Chinese, and Traditional Chinese. With the proper language installation, a single APEX instance can natively support a development environment in any of these languages. However, that doesn't mean that in order to develop a French application we must work with a French Application Builder. Every Application Builder, in any language, supports developing APEX applications in a variety of other languages that are being supported by Oracle.

We have two types of APEX applications with National Language Support (NLS). The first type is a single language User Interface application, in any of the APEX supported languages, but this language is not the same as the language of the APEX IDE itself.
