More than anything Agile is a culture. Beyond it being a framework or methodology, it's the rituals, principles, tools, artifacts and practices that set Agile apart and drive the collective behavior around it.
You will be able to clearly identify an Agile culture when you see people in the workplace behaving Agilely, speaking the Agile language, performing Agile rituals such as daily standups & retrospectives and most importantly making project and business decisions with an Agile mindset.
