Microsoft originally designed Report Builder as a tool for advanced business users to create their reports. As you'll see, its interface resembles that of a Microsoft Office application, with the tab controls and side panels.

Many developers though, appreciate its simplicity and ease of use. Additionally, the wizards in SSDT are limited compared to those included with Report Builder. Best of all, both SSDT and Report Builder use the same file format on the backend-RDL files. Thus, the same report can be edited in either tool without issues.
