Canvas apps are created in a web browser; there is no need for Visual Studio or any local software installation.

A maker navigates to the Power Apps maker portal at https://make.powerapps.com. In this portal, you can view and edit existing apps and create new apps. With Microsoft, there is never one way to do something; this is just as true when creating apps.
