Business rules are created and edited from the Business rules tab for an entity in the Power Apps maker portal. The following screenshot shows the Business rules tab for an entity in the maker portal:

The preceding screenshot shows the business rules that have been created for the social media account entity, whether the rules have been enabled or not, and the scope of the rules.
You can also use the solution explorer in the classic portal to create and edit business rules.
